Hebe buchananii 'Minor,' a small-to-midsized selection of the species, is commonly used as a groundcover shrub in New Zealand. Its glaucous, evergreen foliage and its compact height make it ideal for the front of a border or even for use as a low, somewhat spreading hedge. Coming from alpine areas on the South Island, it is more winter-hardy than many hebes.
